• 摘要:目的 探索完善鲁南地区基层社区中医适宜技术推广的保障机制。方法 随机抽取鲁南地区基层医生200名，社区居民289名进行问卷调查。结果 基层医生普遍学历层次偏低，初级职称比例较高，正式编制人员比例较少；常应用的中医适宜技术分别是穴位贴敷、拔罐和针灸；老百姓接受程度是影响其中医适宜技术开展的主要因素。大多数社区居民对中医适宜技术了解程度一般；感兴趣的中医适宜技术分别是针灸、推拿和药膳；影响其选择的主要因素是医生的技术水平。结论 应从优化基层医生人才梯队建设、提升基层医生中医适宜技术水平、完善激励机制及医疗经费保障、加强公益宣传、筛选符合社区需求的中医适宜技术五个方面，切实加强基层中医适宜技术推广应用。                                                                                                                                                                                

• AbstractTo explore the guarantee mechanism for the promotion of appropriate traditional Chinese medicine （TCM）technologies. Methods A questionnaire survey was conducted among 200 grassroots doctors and 289 community residents in southern Shandong. Results Grassroots doctors generally have low educational level, the proportion of primary professional titles is relatively high, and the number of formal staff is relatively small; The appropriate techniques commonly used are acupoint application, cupping and acupuncture; The acceptance degree of the common people is the main factor affecting the development of the appropriate TCM technology. Most community residents have a general understanding of the appropriate TCM techniques; The appropriate TCM techniques of interest are acupuncture, massage and medicated diet; The main influencing factor is the technical level of the doctors. Conclusion The promotion and application of the appropriate TCM technology at the grassroots level should be strengthened by optimizing the construction of the talent echelon of the grassroots doctors, improving the incentive mechanism and the medical funds guarantee, strengthening the public welfare publicity, and screening the suitable TCM technology that meets the needs of the community.

  党的十八大以来，党中央坚持中西医并重，把中医药摆在国家发展战略层面的重要位置，中医药事业发展根基不断夯实。中医适宜技术是经过长期临床验证安全可靠的中医诊疗技术[1]，其内容丰富、范围广泛、历史悠久，经过历代医家的不懈努力和探索，积累了丰富的经验。山东省近年来不断加大中医适宜技术推广力度，本课题旨在通过调研鲁南地区基层卫生服务中心（站），村卫生室开展中医适宜技术的应用情况，以及社区居民对中医适宜技术认知、需求、影响因素等问题，积极探索完善中医适宜技术推广的保障机制，大力协调适宜技术应用的支持政策，切实加强基层中医药适宜技术推广应用。
